Paid Family and Medical Leave
Governor Abigail Spanberger signed Paid Family and Medical Leave legislation, patroned by Senator Jennifer Boysko and Delegate Briana Sewell, into law in 2026. With benefits set to begin in 2028, Virginia is the 14th state, plus the District of Columbia, and, notably, the first in the South to establish a Paid Family and Medical Leave program, expanding access for more than 3.5 million Virginians who currently lack paid leave.
Paid Family and Medical Leave will ensure that Virginians can take up to 12 weeks of paid leave each year when they need it, such as when a new baby arrives or to recover from a serious illness or injury. Virginians will be eligible for Paid Family and Medical Leave after 120 days of employment. It will provide four weeks of safe leave for survivors of domestic violence, harassment, sexual assault, and stalking. It will also expand the definition of family to include extended relatives and “chosen” family. Finally, Virginians who use Paid Family and Medical Leave will receive 80% wage replacement and protection of their healthcare coverage for the duration of their leave.

Click to Cancel will ensure that Virginia consumers have easy, accessible ways to end certain services, memberships and subscriptions. Click to Cancel will protect Virginia consumers from subscription traps and allow them to keep more of what they earn by canceling when and how they want. This innovative state policy is modeled on Federal Trade Commission regulations enacted during the Biden administration that were overturned last year when a federal court agreed with corporate opponents, and now puts Virginia at the forefront of state national consumer protection.
Hidden Fees
Governor Glenn Youngkin signed legislation to ban hidden fees, patroned by Senator Stella Pekarsky and Delegate Adele McClure, into law in 2025.
The law requires all mandatory fees on a purchase to be disclosed upfront, ensuring consumers know the total cost of a good or service before checking out and promoting truth in pricing, saving families $3,200 annually and helping Virginians keep more of what they earn.
Affordable Childcare
Governor Abigail Spanberger signed legislation which would create a dedicated childcare funding formula, patroned by Senator Mamie Locke and Delegate Briana Sewell, into law in 2026.
The dedicated funding formula, alongside other investments in childcare, will help to increase access to affordable childcare for Virginia families. This will reduce the burden families feel to care for their children and should set Virginia kids up for success.
Accessible Retirement
Governor Abigail Spanberger signed legislation that would expand eligibility for the RetirePath program, patroned by Senator Jeremy McPike and Delegate Luke Torian, into law in 2026.
Increasing the eligibility for RetirePath allows hardworking Virginians and their families to save and feel secure for their future.
