Legislation Will Ensure Paid Family and Medical Leave for Millions of Virginia Workers
RICHMOND, Va. — On Wednesday afternoon, the Senate passed historic legislation to expand access to Paid Family and Medical Leave by a 21-18 vote. HB2531, patroned by Delegate Briana Sewell (D-Prince William), will now go to Governor Youngkin’s desk, having previously passed the House by a 51-47 vote.
The bill will expand access to Paid Family and Medical Leave by ensuring that the 3.4 million Virginia workers without access to paid leave can take up to 12 weeks when experiencing events like a new baby, serious illness or injury with 80% wage replacement and protection of their health care coverage. On average, a typical Virginia worker taking four weeks of unpaid leave will lose $3,700 in income.
“I am thrilled that Paid Family and Medical Leave has advanced out of both chambers and will now go to Governor Youngkin,” said Delegate Sewell. “Through this legislation, Virginia can build on national and local momentum and strengthen our economy and workforce to compete with neighboring states. This bill ensures hardworking Virginians can access paid leave when they need it most. I’m proud the General Assembly has again shown its commitment to Virginia families by passing this legislation. I call on the governor to sign this bill that is strongly supported by hardworking Virginia families.”
“I have been working to pass Paid Family and Medical Leave legislation for seven years, and I am proud that HB 2531 passed both chambers,” said Senator Jennifer Boysko (D-Fairfax). “This legislation is for hardworking families, new parents, caregivers, and over 3 million Virginia workers, ensuring they never have to choose between a paycheck and caring for themselves or their loved ones. I hope Governor Youngkin will stand with hardworking families and sign this bill.”
Across the country and in Virginia, momentum has been growing for Paid Family and Medical Leave. Thirteen states and the District of Columbia guarantee access to Paid Family and Medical Leave, including Minnesota and Maine, which passed legislation in 2023.
“We are thrilled to see the General Assembly pass Paid Family and Medical Leave legislation through both chambers for the second year in a row,” said Freedom Virginia co-Executive Director Rhena Hicks. “No one should have to sacrifice their financial security to take care of themselves or their loved ones. The bill will ensure small businesses have the resources to provide paid leave for their employees. This will allow them to retain and attract quality talent and compete with big corporations. Paid Family and Medical Leave will allow hardworking Virginia families to get ahead, and we hope Governor Youngkin will sign the bill.”
